Driving to Dubrovnik's Old Town: the traffic zone, parking and fines explained
Can you drive to Dubrovnik’s Old Town?
Not into it, and in season not near it without permission. The Old Town inside the walls is a pedestrian area, and since 2025 the roads around it have formed a restricted traffic zone, watched by cameras, that applies every year from 1 April to 31 October. Outside those dates the roads around the walls are open to normal traffic.
The rules exist to protect a historic centre that is on the UNESCO World Heritage List, and the City says they follow UNESCO and ICOMOS recommendations. For visitors, the practical answer is simple: park outside the zone and walk, or let someone with access drive you.
How does the Old Town traffic zone work?
The Old Town traffic zone was created by a decision of the City Council on 9 May 2024 and first came into force on 2 June 2025, making Dubrovnik the first city in Croatia with such a system. Since an amendment adopted on 26 February 2026, it runs every year from 1 April to 31 October, according to the City of Dubrovnik.
The zone covers the area around the Old Town from Ilijina glavica along Zagrebačka ulica to Viktorija, and from Pile to Boninovo. It begins at the traffic lights at the city entrance on Zagrebačka ulica, next to the public garage, where warning screens announce it. Cameras read number plates automatically, and passes are electronic and tied to the plate, so nothing is displayed in the car.
Who is allowed to drive in?
According to the Tourist Board’s guidance for visitors, visitors may drive into the zone only with access arranged in advance:
- a pre-booked parking space at Pile or below the cable car;
- private accommodation with garage parking, whose host has registered the number plate;
- a stay at a hotel inside the zone;
- a booking in the City’s Bus Web Shop, for minivans with seven or eight passenger seats and coaches.
Scheduled buses, emergency vehicles, motorcycles, mopeds, bicycles, e-scooters and electric car-sharing vehicles are exempt. Camper vans, caravans and quadricycles are barred. Licensed taxis may enter if their operator has a reserved taxi stand, a port or airport arrangement, or one of the passes the City awards by public tender.
What are the fines?
Driving in the zone without authorisation is fined €260 for a private individual, €660 for a sole trader and €1,320 for a company plus €260 for its responsible person, according to the City’s decision on the zone. Since February 2025 a first offence may be dealt with by a written warning instead, and since February 2026 a vehicle that breaks the rules can lose its pass.
Rental cars are a particular problem. By February 2026 the City had issued about 16,000 fines worth nearly €29 million to rental companies, which pass them on to their customers. Germany’s European Consumer Centre reports rental-car cases costing drivers more than €1,600, and notes that a Croatian fine is reduced to two-thirds if paid within eight days.
What if you enter the zone by mistake?
Leave the zone straight away. The Tourist Board advises visitors who enter without a booking and find no accommodation to email zona@dubrovnik.hr within three days, giving the number plate, the time of entry and a short explanation, to avoid a possible fine. The City’s zone management centre works in two shifts, seven days a week, on +385 99 167 9925.
Where can you park near the Old Town?
The garage is the easy answer; the closest car parks are expensive and must be booked.

The Ilijina glavica garage has 711 spaces, is open 24 hours a day and has a 2.10 m height limit; a 24-hour ticket must be bought within 15 minutes of entering. The “zone 0” car parks closest to the walls cost €5 for the first hour and €51 a day from November to April, according to the city parking company, Sanitat. Street parking around the Old Town itself (zone 2) is reserved for residents.
What are the alternatives to driving?
For most visitors, leaving the car is easier and cheaper:
- City buses run from Lapad, Babin Kuk and Gruž to Pile Gate many times an hour. A ticket costs €2.50 on board or €1.73 bought in advance.
- Taxis with a City pass can stop closer to the gates than other cars during the zone season.
- A pre-booked transfer from the airport or the port stops at the nearest point the vehicle is allowed to use, which we name in advance. See Old Town transfers.
- Walking: from Ploče hotels the gate is 10 to 15 minutes on foot.
