Uber and Bolt in Dubrovnik compared with a pre-booked transfer

Uber and Bolt both operate in Dubrovnik, including at the airport, and for short city rides they are convenient. For an airport arrival or a group, a pre-booked transfer gives a fixed price, a driver waiting in the arrivals hall and a vehicle that fits everyone. Here is how they compare in 2026.

Do Uber and Bolt work in Dubrovnik?

Yes. Both ride-hailing apps operate in Dubrovnik. Uber says rides can be requested 24 hours a day and offers UberX with four-seat and six-seat options; at the airport it also lists Comfort and Black. Bolt offers three categories in the city: Bolt and Comfort for up to four passengers, and Van for up to six.

In Croatia, app-based rides have had a legal basis since the 2018 Road Transport Act, published in the Official Gazette. Drivers working through the apps hold the same taxi licences and permits as other taxi drivers.

How much does Uber cost from the airport?

Uber says UberX rides from Dubrovnik Airport take about 27 minutes and cost about €29 on average, with no flat rate. On 1 October 2026 Bolt’s own route page estimated the same trip at €56.80 for a standard ride, €72.70 for Comfort and €86.60 for its six-seat Van. App prices move with demand: Uber explains that when many people request rides at once, prices “might be higher than normal”.

For comparison, a pre-booked transfer from the airport to the Old Town costs €50 by car for up to four passengers or €65 by minivan for up to eight, fixed when you book.

What changed for the apps in 2026, and what changes in 2027?

Croatia tightened the rules for app-based rides in 2026. Since the Road Transport Act amendment that took effect on 23 July 2026, booking platforms may pass rides only to operators with a taxi licence and local permit, whose drivers hold valid taxi driver cards, according to the amendment in the Official Gazette. The app must show the passenger the maximum price and the planned route before the ride.

From 1 January 2027, national caps on taxi fares also apply to app rides. The app must show the route, distance, estimated time and the highest total price before you confirm, and that maximum may not be raised afterwards because of demand, a shortage of cars, congestion or a longer route, according to the national fare decision. In practice, this ends unlimited surge pricing.

Can an Uber take you to the Old Town gates?

Not always. From 1 April to 31 October, the roads around the Old Town form a restricted zone that vehicles may enter only with City authorisation, checked by number-plate cameras, as the City of Dubrovnik explains. When the zone began in 2025, the Mayor said Uber and Bolt could assign rides inside it only to drivers holding a City permit.

That means an app ride may set you down at the edge of the zone, a few minutes’ walk from the gates. When is an app the better choice?

For short city rides, the apps are hard to beat. Uber says an average 12-minute ride in Dubrovnik costs about €15, and there is nothing to book in advance. If you already use the app at home and are travelling light, it works well for trips between your hotel and the city.

When is a pre-booked transfer the better choice?

When you want certainty on arrival. A transfer suits travellers landing late at night, families who need child seats, groups of seven or eight, anyone travelling without mobile data, and anyone who would rather know the exact price before the flight. It also suits long journeys, where a fixed price protects you from traffic and border queues.
